An LAA is a rolling three year agreement that sets out the priorities for a local area agreed between Government and the local authority, and other key partners through Local Strategic Partnerships (LSPs). The main objective of an LAA is 'to deliver genuinely sustainable communities through better outcomes for local people'. It is a three-year programme to focus efforts and resources on agreed priority outcomes.
Shaping Thurrock and the LAA will strengthen partnership work and ensure the voluntary and community sector is involved throughout.
LAA work should help to reduce bureaucracy, enhance efficiency, improve central and local Government relations and help Thurrock Council to enhance its community leadership role. Some areas already have LAAs but Thurrock is in the third round together with Southend. Some central Government funding streams are brought together to fund the LAA priorities. Some will be 'pooled'; others are to be aligned to help achieve targets.
Performance management is to be carried out against the LAA outcomes through robust governance arrangements and six monthly reviews.
