Request: 

1. Do you currently place any individuals with a learning disability in Shared Lives placements? If not, do you have any plans to make such placements? Please provide any estimates of financial savings that you make, or anticipate making, as a result of any such placements.

2. Please provide any estimates for financial savings, or anticipated future financial savings, through the integration of services with the NHS? Do you use, or plan to use, HCRG Care Group to commission services, including joint commissioning with the NHS? Do you use any other organisations for joint commissioning with the NHS, or have any plans to do so? Please provide any  estimates for financial savings, or anticipated future financial savings, through any such joint commissioning with the NHS.

3. Do you currently commission the British Red Cross to provide home care services, or have any plans to do so? If so, please provide any estimates of financial savings that you make, or anticipate making. Do you currently commission other organisations to provide home care services? If so, please provide any estimates of financial savings that you make, or anticipate making. 

4. How many social care users did you provide with care technology, such as "Telecare" or "personalised reminders", in their homes for the financial year 2022/23? Please provide any estimates of financial savings that resulted. Please advise if you have provided social care service users with Argenti telecare, or plan to do so. If so, please provide any estimates of financial savings that have resulted or are anticipated.

Please advise if you have provided social care service users with GenieConnect "personalised reminders" from Service Robotics, or have any plans to do so? If so, please provide any estimates of financial savings that have resulted or are anticipated.

5. Do you make available, or plan to make available, AI powered ceiling lamps to social care service users? If so, please provide any estimates of financial savings that have resulted or are anticipated. Do you have other plans to make use of robotics/AI/new technology to reduce the risk of falls and otherwise improve the standard of care? If so, please specify and provide any estimates of financial savings that have resulted or are anticipated.

6. Have you introduced, or do you plan to introduce, digitisation of social care service users records? If so, please provide any estimates of financial savings that have resulted or are anticipated.

Response: 

1. Yes, currently 66% of those placed within the Thurrock Shared Lives scheme have a learning disability. We are unable to provide estimates of financial savings.

Please read Shared Lives sector remains resilient amongst new opportunity for growth - The state of the UK sector 2022-2023 - Shared Lives Plus which estimates that Shared Lives schemes across the country provides an average saving of between £8k and £30k per annum, depending on the person’s support needs and local alternative services.

2. We have an extensive model of alignment with NHS services but no plans to formally integrate. We do not use, nor plan to use HCRG, or use any other such organisation. Therefore, financial savings are not applicable.

3. We do not use the British Red Cross to provide home care services. The majority of our home care services are externally commissioned via home care agencies, however, savings are not relevant to these arrangements as the services are procured commercially.

4. We have 4,317 service users with telecare equipment that links to the Careline monitoring system, this includes those with either a basic lifeline or those with additional equipment such as bed sensors, chair sensors etc. as well as those in Sheltered housing. We are unable to calculate the savings, and we do not GenieConnect.

5. Not at present and no plans to do so currently.

6. We are currently working with residential and care home providers within the Thurrock footprint to promote adoption of Digital Shared Care Records under the National Digitising Adult Social Care Programme. We do not have any estimates of financial savings although we are planning to gather this information from providers within the benefits realisation feedback.
