Development Control

Development Control Division

The Development Control Division assesses planning applications for permission to carry out new development or change the use of land within the borough. This includes:

  • Providing a Pre-application Advice Service.
  • Dealing with inquiries about planning permission.
  • Processing planning applications through to a decision by the Council.
  • Monitoring approved development through to completion.
  • Investigating activities carried out without planning permission and which cause a nuisance.

As of 1 September 2008, the Planning Advice Officer is available at the Civic Offices ground floor reception to provide planning advice from 9.15am until 3.30pm Monday to Friday. The Advice Officer can advise on 'permitted development', explain current planning applications to inquirers, explain the planning process and provide leaflets and application forms. They are not able to advise whether planning permission will or will not be granted but can explain the written pre-application advice service.

For applications where the Thurrock Thames Gateway Development Corporation makes the planning decision Thurrock Council administers the applications on their behalf.

The Development Control Handbook describes the work of the Development Control Division. It provides guidance on the need for planning permission. This is, of course, only a guide and any detailed enquiries should be made to the Development Control Division:
