  1. What planning papers were filed with Thurrock Council for the Amazon facilities and by whom?
  1. Which Department dealt with the application?
  1. How many meetings with Amazon representatives took place during the tender process? Who attended these meetings, and can you provide me with copies of any minutes or other contemporaneous records of these meetings?
  1. Where any criteria required of Amazon regarding employment rights and fair working practices including right to union recognition, fair notice periods, health and safety practices? If yes, please state what criteria were stated and evidence Amazon provided demonstrating their commitment to them.
  1. How much Amazon have paid to the council in business rates in each of the last 5 years? Please break this down by property location and year.
  1. Does Amazon occupy any property leased from Thurrock Council? If so, please provide details of any lease payments received from Amazon since the lease began, broken down by location and year.
  1. Has Amazon received any additional funding or support in kind from Thurrock Council in the last 8 years that were not the aware of a publicly tendered contract? This may include rebates, discounts, grant funding, 'enabling' infrastructure investment, or help with consultancy costs. If so, please confirm the following:

The type of financial support - e.g. Grant, Equity investment, rebate, other.

The value of the financial support provided, at the time it was made - e.g. value of grant, cost of equity purchase, etc.

The date that the financial support was approved and the date of the first payment.

Name of programme that financial support was linked to.

A summary of the purpose of the financial support.

  1. Where support has been provided in the last 8 years, please provide copies of any materials related to grant applications and subsequent monitoring forms or associated documentation held by the council.

It is also noted that under spend ID 71996216 Thurrock Council has a spend of £233876 with Amazon services LTD, dated 02/05/2017.

Please can you confirm the following:

  1. What this spending was for and provide any relevant papers to the transaction?
  1. Did you apply a weighing to social value in your contracts or spending with Amazon/Amazon Web Services? If so, what criteria were considered? What weighting was given to these criteria.
  1. What social value considerations were applied during the procurement process in relation to the Public contract regulations 2015.
  1. Do you have a code of practice on ethical procurement in supply chains? What does it cover? Has Amazon committed to it?
  1. Did any procurement questions in relation to this spend ask about a commitment to fair working practices including right to union recognition, fair notice periods, health and safety practices?
  1. Did any procurement questions ask about a commitment to data privacy and security including whether data could be sold or made available to third parties?
  1. If yes, please state what criteria were stated and how Amazon demonstrated they would commit to them.
