The above figures are for ALL Years debts placed during the relevant period and NOT JUST In Year. It also includes recycled. For example if one account has been placed with all four Enforcement Agents during 2016/2017 and has 3 outstanding Liabilities it would count as “12” and not “1”

Thus, you cannot divide the number of charge payers within Thurrock by the no. of instances shown above to equate the percentage of residences having Enforcement Action being taken against them. If this method is used it will give a totally false representation of the percentage having Enforcement Action.
