Traffic Regulation Order (TRO)

Temporary prohibition or restriction on roads, cycleways and footpaths

Footpath 37, 81, 104 and 12, cycleway around Orsett Cock Roundabout, cycleway on A128 Brentwood Road, and cycleway on A13

1) The Borough Council of Thurrock, in exercise of their powers under Section 14(1) of the Road Traffic Regulation Act 1984 and all other powers, has made an Order to the effect of which is to:

Prohibit pedestrians and cyclists from travelling along sections of public footpaths and cycle ways as per schedule 1 of this order.

2) The purpose of the Order is to enable the Thurrock Council A13 Road Widening Project, including the construction of a new third lane in both directions, a new roundabout at the A128 (Orsett Cock) junction, the installation of traffic signals on the Orsett Cock roundabout and the replacement of four bridges (Orsett Cock x2, Horndon Road and Saffron Gardens) to be carried out. All prohibitions listed in schedule 1 of this order will apply in stages during the course of the works and only be implemented if there is an operational need to do so and will be signed accordingly.

3) The Order came into force at various times starting from 24 December 2018 and on any subsequent day until the works are complete. It only applies to those days and times when indicated on site by the presence of the appropriate traffic signs in accordance with The Traffic Signs Regulations and General Directions 2016.

4) Application was made to the Secretary of State to extend this Order until December 2020.

5) The Secretary of State for Transport hereby approves of the continuing in force of the above Order made on 20 December 2018 and effective from 24 December 2018.

6) The Secretary of State now grants an extension of the said Order until 31 December 2020 or until the completion of the works, whichever is sooner.

Schedule 1

Closures of non-motorised user routes with diversions

a) Closure of Footpath 37 for an approximate distance of 100 metres between the A13 eastbound exit slip road at The Manorway (Stanford-le-Hope) junction and the HEO boundary.

Diversion via Footpath 37, Pump Street, Footpath 213, Footpath 34 and Footpath 83.

b) Closure of Footpath 81 (the entire section which runs parallel to the A13 eastbound carriageway, in front of the BP Service area).

Diversion via Footpath 11 and Footpath 12 through privately-owned land, Horndon Road (and Bridleway 48 Horndon Road Bridge).

c) Closure of Footpath 104 for an approximate distance of 50 metres between the A13 eastbound exit slip road at Orsett Cock Roundabout and the Orsett Park Royals Football Club ground.

Diversion via Footpath 104, Rectory Road, the A1013 and Orsett Cock Roundabout. Alternative route available via Footpath 103.

d) Closure of Saffron Gardens Bridge (Footpath 12) and approach.

Diversion via Footpath 11, Horndon Road and Bridleway 48 (Horndon Road Bridge).

e) Suspension of cycleway around Orsett Cock Roundabout.

No diversion route available – cyclists should proceed with caution alongside motorised traffic.

f) Suspension of A128 Brentwood Road cycleway in both directions between the entrance to Loft Hall Farm and the Orsett Cock Roundabout.

g) Suspension of a section of cycleway on the A13 in both directions between the Highways England/Thurrock Council boundary, and the Thurrock Council/Essex County Council boundary.
