Traffic Regulation Order (TRO)

Various restrictions

Grays Permit Parking Area – Zone E

1) Notice is hereby given that Thurrock Borough Council, in exercise of the powers conferred by sections 1, 2, 4 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 ("the 1984 Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the 1984 Act, intends to make the above named Order ("the Proposed Order").

2) The general effect of the Order would be:

a) To revoke waiting restrictions "No Waiting At Any Time" at the following locations specified below:

(I) On the northern side of Argent Street, from a point 8m east of the eastern kerbline of Exmouth Road in easterly direction for a distance of 52m
(II) On the western side of Exmouth Road, from a point 5m north of the northern kerb line of Argent Street in a northerly direction for a distance of 15m
(III) On the western side of Exmouth Road, from a point 30m north of the northern kerb line of Argent Street in a northerly direction for a distance of 15m
(IV) On the eastern side of Exmouth Road, from a point 29m north of the northern kerb line of Argent Street in a northerly direction for a distance of 10m
(V) On the northern side of Argent Street, from a point 30m east of the eastern kerbline of the southern leg of Seabrooke Rise in easterly direction for a distance of 51m
(VI) On the northern side of the northern leg of Seabrooke Rise, from a point opposite the eastern flank wall 58 Seabrooke Rise in westerly direction for a distance of 131m
(VII) On the eastern side of the access road for 1-15 Seabrooke Rise, from a point 3.5m north of the northern kerbline of Seabrooke Rise in northern direction for a distance of 31.5m
(VIII) On the western side of the access road for 1-15 Seabrooke Rise, from a point 3.5m north of the northern kerbline of northern leg of Seabrooke Rise in northern direction for a distance of 31.5m

b) To revoke the following locations as specified below from the existing CPZ Permit area D:

(I) Bridge Road, from New Road to Argent Street
(II) Access road from Bridge Road leading to Wyvern House

c) To revoke the following locations as specified below from the existing CPZ Permit area E:

(I) Access road leading to Thurrock Yacht Club
(II) Argent Street, between Sherfield Road and Bridge Road
(III) Exmouth Road
(IV) New Road, between Sherfield Road and Bridge Road
(V) Seabrooke Rise
(VI) Sherfield Road
(VII) Thames Road

d) To introduce new Permit Parking Area "Permit E Holders Only, Mon-Fri 9am-5pm" at the following locations:

(I) Argent Street, between Sherfield Road and Bridge Road
(II) Exmouth Road
(III) New Road, between Bridge Road to Exmouth Road
(IV) Seabrooke Rise
(V) Bridge Road, between New Road to Argent Street
(VI) Access road from Bridge Road leading to Wyvern House
(VII) Manor Road, from Argent Street to a point 7m north of the common boundary on numbers 1 and 3 Manor Road

e) To introduce into existing Controlled Permit Area F "Permit F Holders Only, Mon-Sat 9am-6pm" at the following locations:

(I) Access road leading to Thurrock Yacht Club
(II) Sherfield Road
(III) Thames Road

f) To introduce waiting restrictions "No Waiting At Any Time" at the following locations specified below:

(I) On the eastern side of the access road for 1-15 Seabrooke Rise, from a point 16.5m north of the northern kerbline of northern leg of Seabrooke Rise in northern direction for a distance of 6.5m
(II) On the western side of the access road for 1-15 Seabrooke Rise, from a point 16.5m north of the northern kerbline of northern leg of Seabrooke Rise in northern direction for a distance of 6.5m
(III) On the eastern side of the access road for 1-15 Seabrooke Rise, from a point 38m north of the northern kerbline of the northern leg of Seabrooke Rise in north western direction for a distance of 30.5m including the turning area and the northern side of the access road serving the community house
(IV) On the western side of the access road for 1-15 Seabrooke Rise, from a point 38m north of the northern kerbline of the northern leg of Seabrooke Rise in north western direction for a distance of 8.5m.

3) A copy of the Proposed Order together with the plans will be available for inspection for a period of 21 days at the Civic Offices, New Road, Grays, RM17 6SL during normal office hours and also on Thurrock Council's website at thurrock.gov.uk/publicnotices

4) Any objection to the proposed Order must be made in writing, giving the grounds on which it is made, and sent to the address in paragraph (3) or sent via email to transportdevelopment@thurrock.gov.uk to arrive on or before 14 November 2019. Any objection may be communicated to other persons who may be affected.
