Traffic Regulation Order (TRO)

No waiting at any time

Grays Thurrock

1) Notice is hereby given that Thurrock Borough Council, in exercise of the powers conferred by sections 1, 2, 4 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 ("the 1984 Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the 1984 Act, hereby gives notice that they have made the above order on 28 November 2019, the order will come in to force on 13 January 2020.

2) The general effect of the Order would be

a) To introduce a new waiting restriction "No Waiting At Any Time" at the following locations:

i. the junction of Hogg Lane and Orchard Drive
ii. the junction of Hogg Lane and Lenthall Avenue
iii. the junction of Hogg Lane and Grays End Close
iv. the junction of Hogg Lane and Rushdon Close
v. the southwest side of Rushdon Close, from a point 2.5m east of the common boundary line of 29 and 31 Rushdon Close in a southeast direction to a point 8.5m north of the southern flank wall of 29 Rushdon Close.  
vi. the western side of Dukes Avenue from a point 3m south of the southern flank wall of 187-189 Lenthall Avenue in a northern direction to Lenthall Avenue junction
vii. the eastern side of Dukes Avenue, from a point 10m north of the common boundary line of 1 and 3 Dukes Avenue northward to Lenthall Avenue junction
viii. the junction of Lenthall Avenue and Lucas Road
ix. the junction of Lenthal Avenue and Lisle Place
x. the eastern side of Lenthall Avenue, from a point opposite the common boundary line of 81 and 83 Lenthall Avenue in a northern direction to Lisle Place junction
xi. the junction of Thurloe Walk and Access for 9-39 Thurloe Walk western arm
xii. the junction of Thurloe Walk and Lucas Road
xiii. the junction of Thurloe Walk and Access for 9-39 Thurloe Walk eastern arm
xiv. the junction of Ward Avenue and Hollis Place northern arm
xv. the junction of Ward Avenue and Hollis Place southern arm
xvi. the junction of Tennyson Avenue and Bradleigh Avenue both arms
xvii. the junction of Tennyson Avenue and Access Road for Piggs Corner
xviii. the junction of Woodward Close eastern and northern arm
xix. the junction of Woodward Close western arm south-east side only
xx. the junction of Woodward Close eastern and southern arm
xxi. the junction of Palmers Avenue and Theobalds Avenue
xxii. the both sides of Theobalds Avenue, from the northern flank wall of Domaine Theobalds Avenue in a northern direction to Palmers Avenue junction
xxiii. the northern side of Elm Road, from a point 4m the west of the western flank wall of 65 to 67 Elm Road in a westerly direction for a distance of approximately 22m

b) To Revoke the  new waiting restriction "No waiting Mon-Sat 8am-6pm" at the following locations:

i. the eastern side of Lenthall Avenue, from a point opposite the common boundary line of 81 and 83 Lenthall Avenue northwards to Lisle Place junction
ii. the both sides of Theobalds Avenue, from the northern flank wall of Domaine Theobalds Avenue in a southern direction for a distance of approximately 20m

3) A copy of the Proposed Order together with the plans will be available for inspection at the Civic Offices, New Road, Grays, RM17 6SL during normal office hours and also on Thurrock Council's website at thurrock.gov.uk/publicnotices

4) Any person wishing to object to the validity of the Order or any of its provisions on the grounds that it is not within the powers conferred by the 1984 Act, or that any requirements of the Act has not been complied with, may, within 6 weeks from the date of on which the order is made apply for the purpose to the High Court.
