A Fresh Start for Thurrock: Listening to our communities

Our Corporate Plan, "A Fresh Start for Thurrock", focuses on rebuilding trust — both with our residents and our staff. We know that to create a council that works for everyone, we must work with the people who live and work here.

A big part of that is improving how we engage and communicate. People want to see positive changes happening in their communities — and they want the chance to help make them happen.

Working Locally, Thinking Locally

We’re exploring how “place-based working” can help us deliver real, meaningful change. People connect most with where they live, so it’s vital that we work alongside them to shape local solutions that reflect local priorities.

To test this approach, we launched a pilot in Chadwell St Mary, which has now led to the development of a new Community Plan for the area.

What We Heard: Chadwell St Mary Priorities

In January 2025, we hosted an event to share feedback and agree on local priorities. Here’s what residents told us matters most to them:

  1. Green Spaces and Environment
    Residents value local green spaces but want to see more done — from better play areas and more benches, to cleaner parks and opportunities for community clean-ups and gardening.
  2. Public Transport and Road Safety
    Speeding, poor road conditions, limited parking, and lack of transport options were common concerns — especially for older residents needing better access to healthcare and affordable food.
  3. Health and Wellbeing
    People want improved access to healthcare and more local options to support mental health, fitness, and social wellbeing.
  4. Community Safety
    Anti-social behaviour, particularly involving motorbikes, is a concern. Residents want more youth activities, visible policing, and steps to make the area feel safer.
  5. Activities and Community Events
    There’s a strong desire for more activities for young people and better promotion of what’s already available. Events like the Big Lunch help strengthen community spirit and are highly valued.
  6. Better Engagement and Communication
    Many feel unheard or disconnected from local decision-making. We need to listen more, act on what we hear, and improve how we share what’s happening locally.

This pilot is helping us learn how to support our communities better — and it’s just the start. By working together, we can make Thurrock a place where everyone feels heard, valued, and proud of where they live.
