A message from Cllr Richard Bingley – Thurrock’s Unshakeable Focus

Uncertainty in Westminster will not distract us from delivering for our residents here in Thurrock.

After meeting with councillors again this week, to supposedly restart 'Local Government Reorganisation', the Government has still been unable to provide clarity on whether Thurrock Council will be restructured as part of its wider programme.

For an organisation with 49 elected councillors, around 2,600 employees and responsibility for delivering vital public services, this continued uncertainty is far from ideal. It risks creating a costly distraction at precisely the time when we need stability, ambition and organisational focus.

But uncertainty is not an excuse for standing still.

We live in fast-moving and unpredictable times.

Across the private and public sectors, successful organisations are those that can adapt to changing circumstances without losing sight of their core mission.

By sticking to their core strategy, they, in effect, deliver solid levels of business continuity, as well as build up organisational resilience.

We are no different. Regardless of external dynamics, we will maintain a relentless focus upon our Borough's most essential priorities: good public services, job creation and restoring civic pride.

Since taking office in May 2026, this Administration has embarked upon an ambitious reset of Thurrock Council. We inherited enormous financial challenges, but we also recognised something equally important: the extraordinary potential of our borough, its hardworking people, its many businesses and its rich, multifaceted heritage.

Our ambition remains unchanged: to make Thurrock the proudest estuary borough in Britain.

And whatever decisions are eventually taken in Westminster, our five core priorities remain firmly in place:

1. Recovering Civic Pride – restoring pride in our towns, villages, parks, public spaces and historic landmarks, and ensuring that Thurrock looks and feels like a borough that cares about its future.

2. Delivering Business Investment and Local Jobs – unlocking the enormous economic opportunities presented by our Thames Estuary location, attracting new investment, supporting local enterprise and creating opportunities for our residents.

3. Delivering Financial Leadership – continuing the difficult but essential work of restoring financial stability, managing our resources responsibly and building a sustainable future for the Council.

4. Strengthening Financial Accountability and Scrutiny – introducing greater transparency, challenging spending decisions and ensuring that public money is properly accounted for and delivers measurable value.

5. Putting Thurrock Residents First – making sure that every major decision is guided by the interests, aspirations and everyday needs of the people we serve. As a baseline, that all our financial decisions meet legal 'Best Value' procurement standards.

These are not simply political aspirations. They are the foundations of a more focused, disciplined and effective organisation.

Our borough has a remarkable history, shaped by the Thames, international trade, industry, military defences, innovation and generations of hardworking families in urban and rural settings. Today, with major investment opportunities emerging across the Thames Estuary, we have every reason to be optimistic about its future.

We must celebrate that heritage while embracing the opportunities ahead.

Our task is to ensure that uncertainty about the Council's future structure does not become uncertainty about the Council's purpose.

That means empowering our officers to continue delivering, maintaining momentum on our regeneration and investment ambitions, protecting essential services and ensuring that every pound of taxpayers' money is treated with care.

It also means adopting the very best principles of business continuity: clear priorities, sound leadership, effective risk management, financial discipline and the ability to adapt without losing momentum.

Of course, decisions made by central government will influence our future. We cannot ignore them, nor should we. We will engage constructively with whatever proposals emerge and ensure that Thurrock's interests are robustly represented.

But we will not allow the absence of a decision elsewhere to dictate the pace of progress here.

Our residents expect their Council to lead, to deliver and to plan confidently for the future.

Our businesses need certainty that Thurrock remains ambitious and open for investment.

And our dedicated workforce deserves clear direction and a shared sense of purpose.

That is what this Administration will continue to provide.

We cannot control every decision made in Westminster. But we can control our own standards, our priorities, our determination and our delivery.

Our focus remains unshakeable.

Whatever central government eventually decide, we will deliver (and hold ourselves to account to deliver) a smarter, healthier and more prosperous Thurrock. After all, it's our excellent people that make the good things happen, not so much the structures!
