No development included in Schedule 2, Part 1, Classes A, B, shall take place without the grant of an additional planning permission by the Local Planning Authority.

Notwithstanding any provision to the contrary, no windows shall be inserted in the east facing elevations of the buildings without first obtaining the written consent of the local planning authority.
