No development included in Schedule 2, Part 1, Classes A, B, C and E shall take place without the grant of an additional planning permission by the Local Planning Authority.

Notwithstanding any provision to the contrary, the windows in the flank elevations of the properties hereby approved which will face east and west boundaries of the site shall be permanently fixed paned.
