The first floor windows in the eastern elevation shall be permanently fixed glazed with obscure glass prior to the commencement of use of the development hereby permitted.

No additional windows or other openings, including any change in the height or size of the windows on the plans hereby approved, shall be inserted into the flank elevations of the building hereby approved, without first obtaining the written permission of the Local Planning Authority.
