Road Traffic Regulation Act 1984

Temporary Prohibition or Restriction of Traffic

East Thurrock Road, Whitehall Lane, Broadway - Grays

Note: The full schedule of works is shown in the document attached. 

The Borough Council of Thurrock, in exercise of their powers under Section 14(1) of the Road Traffic Regulation Act 1984 and all other powers, intends to make an Order the effect of which is to:

- Prohibit any vehicle from travelling along East Thurrock Road, Whitehall Lane and Broadway in accordance with Schedule One to the Order.

- Prohibit any vehicle from parking At Any Time during the times stated in the Order along both kerb lines of East Thurrock Road and Broadway in acccordance with Schedule One to the Order.

2) The purpose of the Order is to enable collaborative working between Thurrock Council and Essex and Suffolk Water, with Thurrock Council carrying out highway improvement works and
carriageway resurfacing and Essex and Suffolk Water carrying out remedial works to the carriageway.

3) The alternative route for westbound vehicles is Broadway, Dock Road, Old Dock Approach Road Northbound, Wood View, Daneholes roundabout, Lodge Lane, Southend Road, Palmers Avenue, Orsett Road, Stanley Road, Clarence Road, Bridge Road, and East Thurrock Road and for eastbound vehicles the alternative route will be East Thurrock Road, Bridge Road, Clarence Road, Stanley Road, Orsett Road eastbound, Palmers Avenue, Southend Road northbound, Lodge Lane eastbound, Daneholes roundabout, Wood View, Old Dock Approach Road southbound, Marshfoot roundabout, Marshfoot Road southbound, and Dock Road. Access will be maintained for residents and businesses at all times.

4) The Order will come into force on the 9th March 2026 at 08:00hrs. Works are currently scheduled to take place daily between 9th March 2026 and 27th March 2026 between the hours of 08:00 and 17:00, with the road closure in place between 26th and 27th March 2026. Exact dates however will always be specified on https://one.network/?tm=GB148221579 It only applies to those days and times when indicated on site by the
presence of the appropriate traffic signs in accordance with The Traffic Signs Regulations and General Directions 2016.

5) It is expected that the works will be completed within the above times, however the Order will continue in force for a period not exceeding 18 months or until the works have been completed, whichever is the sooner

6) If the works are not completed within 18 months, the Order may be extended for a longer period with the approval of the Secretary of State.
