Public space protection orders

Overview

We can issue a public spaces protection order (PSPO) to deal with a particular nuisance or problem in an area.

We may do this when behaviour in an area is:

  • unreasonable
  • on-going
  • harming the quality of life of those in the community

A PSPO sets restrictions on how an area is used. These restrictions apply to everyone and make sure that the law-abiding majority can enjoy public spaces, safe from anti-social behaviour.

Before issuing a PSPO for an area within Thurrock, we must consult with:

  • local police
  • community representatives – these could be individuals or groups, such as a community forum or regular users of an area

We will publish a draft of an order before issuing it. If you live in, work in, or regularly visit the restricted area, you can challenge the validity of a PSPO in the High Court if you believe either:

  • we did not have the powers to make the order or to include prohibitions or requirements
  • requirements – for example, consultation – had not been met

We may issue you a fixed penalty notice – a type of fine – if you breach the restrictions of a PSPO.

PSPOs issued in Thurrock

The following PSPOs have been issued.

The Grays PSPO applies to the area within the following roads:

  • Sherfield Road, from junction with Argent Street to crossing with Crown Road
  • Crown Road to Stanley Road
  • Stanley Road to Orsett Road
  • Orsett Road into London Road, into Hogg Lane, to Eastern Way
  • Eastern Way to Seally Road
  • Seally Road to London Road
  • London Road to Maidstone Road
  • Maidstone Road to Bruces Wharf Road
  • Bruces Wharf Road to Argent Street
  • Argent Street to Sherfield Road, incorporating the Derby Road Bridge
  • Hampden Road, including the alleyway parallel to Orsett Road
  • Bridge Road, from Orsett Road to Argent Street

The West Thurrock PSPO applies to the area within the following roads and boundaries:

  • the A13 from the roundabout with the A282 to the point where it crosses the B186 Pilgrims Lane
  • B186 Pilgrims Lane to B186 Burghley Road
  • B186 Burghley Road to roundabout with B186 Fenner Road
  • B186 Fenner Road to roundabout with A126 West Thurrock Way
  • A126 West Thurrock Way to Stoneness Roundabout
  • A1090 Stoneness Roundabout to Hedley Avenue
  • Hedley Avenue
  • the land and estates bounded by Hedley Avenue, River Thames, Oliver Road to the A282 Queen Elizabeth Bridge
  • from A282 Queen Elizabeth Bridge and junction of London Road and St Clements Way (beneath) to the roundabout with the A282 and A13

The cemeteries PSPO concerns dogs on leads and the fouling of land by dogs. It applies to all cemeteries – excluding those attached to churches – within the Thurrock Council area:

  • Stanford-le Hope-Cemetery, Wharf Road, Stanford-le-Hope, SS17 0EE
