Latest position – September 2026
On 7 September 2026, the Government announced a review of its Local Government Reorganisation (LGR) programme.
As part of the announcement, the Government withdrew its previous decisions on Local Government Reorganisation in Essex while a review is carried out. This includes the decision announced on 25 March 2026 to create a new South West Essex Council covering Thurrock and Basildon.
The Government has said the review will consider whether the LGR process is robust, complies with legal requirements and aligns with its wider priorities for devolution and public sector reform.
Thurrock Council has welcomed the Government’s decision to withdraw the previous plans.

Leader of Thurrock Council's letter to Secretary of State – June 2026
In June 2026, Councillor Richard Bingley, Leader of Thurrock Council, wrote to the Secretary of State setting out the council’s position on the Local Government Reorganisation proposals for the borough.
The letter raised concerns about the impact of the proposed reorganisation on Thurrock’s financial recovery, public services, economic growth and local identity.
