Challenge a Fixed Penalty Notice
You can challenge a Fixed Penalty Notice (FPN) by making a 'representation'.
To be successful, your representation must show the FPN was not issued correctly by law – for example, by proving it was issued to the wrong person.
Representations would not be considered on the basis that:
- you didn't know the law
- you didn't know the law was being enforced
- it was the first time you committed the offence
The way to make your representation depends on who issued your FPN – check your FPN reference number.
Check who issued your FPN
If your FPN says "FPN Reference Number:" followed by the letters 'FP' and 8 digits, it was issued by a Thurrock Council enforcement officer.
To make a representation on a Thurrock Council FPN, enter the FPN reference and your surname (last name or family name) using the form linked below, then select 'Make a Representation' from the options displayed near the top of the page.
If your FPN says "Ref No:" followed by 8 digits with no letters in front, it was issued on our behalf by Kingdom Enforcement. Use the form linked below.
Appealing to court
The only official way you can appeal against a FPN is by going to court.
If you don't agree you committed the offence, the matter will be dealt with as a prosecution in court.
It will be up to the court, on receiving evidence, to decide whether an offence was committed and whether any penalty should be imposed.
