1) The Borough Council of Thurrock, in exercise of their powers under Section 14(1) of the Road Traffic Regulation Act 1984 and all other powers, has made an Order the effect of which is to:

• prohibit any vehicle travelling along River View between its junctions with Wood View and Kingsley Walk
• prohibit any vehicle parking during the times of the order in the lay-bys on the southern kerb line of River View between Wood View and Chelmer Road
• prohibit any vehicle from parking during the times of the order along the north and south kerb lines of River View from its junction with The Haven for a distance of approximately 153m in an east direction
• prohibit any vehicle from exiting Chelmer Road into River View

2) The purpose of the Order is to enable Thurrock Council to carry out carriageway resurfacing.

3) The alternative route for eastbound vehicles is Chadwell Bypass southbound, St Chads Road Roundabout, Chadwell Hill northbound and vice versa for westbound vehicles. The alternative route for access to Chelmer Road will be Thames Drive southbound, Stour Road westbound, and Chelmer Road and vice versa for southbound vehicles out of Chelmer Road. Access will be maintained for residents and access to Ruskin Road and The Haven will be by the use of Gatemen.

4) In this Order the lay-bys between Wood View and Chelmer Road are defined as the following:

i) the lay-by approximately 10m west of its junction with Chelmer Road for a distance of approximately 8m in a west direction
ii) the lay-by approximately 27m west of its junction with Chelmer Road for a distance of approximately 26m in a west direction

5) The Order will come into force on Monday 24 July 2023 at 10am and will remain in force daily between the hours of 10am and 5pm on the first day and then 8am and 5pm until Wednesday 26 July 2023 at 5pm. The works will be completed in two stages to allow access to be maintained. It only applies to those days and times when indicated on site by the presence of the appropriate traffic signs in accordance with The Traffic Signs Regulations and General Directions 2016.

5) It is expected that the works will be completed within the above times, however the Order will continue in force for a period not exceeding 18 months or until the works have been completed, whichever is the sooner.

6) If the works are not completed within 18 months, the Order may be extended for a longer period with the approval of the Secretary of State.
