Car Park Parking Bay Sizes

I am e-mailing you under the Freedom of Information Act 2000. I am after information relating to car park parking bay sizes.
If the request proves too broad, or exceeds the allocated time allowance for an FOI request, could you please focus on questions 2, 2a & 2b, 3, 3a & 3b  as priority and inform me? In particular, I am after the following information: 
1.    Do you have a standard parking bay size which is in place across your car parks?
 
A.    For Q1, Are there plans to enlarge the standard parking bay size in car parks?
 
2.    Since 23rd January 2014, how many PCNs have been issued for parking outside of the lines in car parks?
A.    For Q2, please provide a year-by-year breakdown of the figures
 
b.    For Q2, please provide the value in (£) of the PCNs paid, also providing a year-by-year breakdown
 
3.    Are cars exceeding a certain length banned from any of your car parks?
 
A.    For Q3, if size rules are enforced, from what date did the council start doing so. 
 
B.    For Q3, if size rules aren’t enforced, are there plans to do so?
4.    How many PCNs have been issued to people for parking these banned cars in car parks since 23rd January 2014?
 
A.    For Q4, please provide a year-by-year breakdown of the figures 
b.    For Q4, please provide the value in (£) of the PCNs paid, also providing a year-by-year breakdown
5.    What is the total number of PCNs issued in car parks from 23rd January 2014?

  1. Do you have a standard parking bay size which is in place across your car parks?  

The standard bay size is 5M by 2.5M, but the absolute minimum allowed is 4.8M by 2.4M

a.       For Q1, Are there plans to enlarge the standard parking bay size in car parks? No

2.       Since 23rd January 2014, how many PCNs have been issued for parking outside of the lines in car parks?  

Data is only available for the past 3 year period. 448 Penalty Charge Notices have been issued since 13/02/2021 to vehicles parked outside of bay markings in car parks.

3.       Are cars exceeding a certain length banned from any of your car parks?

The Off Street traffic regulation order which covers all council pay and display car parks stipulates a maximum permitted dimensions of 5.35m length - 2.25 m height - 2.3 m width

a.       For Q3, if size rules are enforced, from what date did the council start doing so.

Dimensions of vehicles are enforced by issuing contravention 86 for vehicles parking outside of bay markings. This would be enforced from the date of the TRO which came into force on 25/04/2005

b.       For Q3, if size rules aren’t enforced, are there plans to do so? N/A

4.       How many PCNs have been issued to people for parking these banned cars in car parks since 23rd January 2014?

Penalty Charge Notices are only issued if vehicles do not fit within the bay markings. Figures as above.

Total Penalty Charge Notices issued to vehicles parked in contravention in car parks since 13.02.2021 – 5091

Please note, we were only able to run reports on the last 3 years of data therefore, 10 years data is not available. To abstract 10-year reports would incur significant configuration system charges.
