HR/Payroll/Finance Reporting

Request: 

I would like to make a request under the Freedom of Information Act 2000 for information relating to HR, Payroll and Finance reporting within your council.

1.         What HR information system (HRIS) do you use to store and manage your people data?

2.         What HR information system (HRIS) do you use to manage and make changes to your council’s organisational structure (establishment)?

3.         What payroll system do you use to pay your employees?

4.         What finance system do you use to manage your council’s finances from a budget monitoring perspective?

5.         Is the HR/People function responsible for workforce/people reporting in your council?

a.         If yes, is this reporting supported by an internal Business Intelligence function?

b.         If no, is there a particular reason for this?

6.         Does your HR/People function join up with Finance to provide a joined up approach to establishment/vacancy management reporting?

a.         If yes, please could you describe the process of joining up the data and how it is presented as a final product?

7.         Does your HR/People function record Agency, High Cost Interim / IR35 workers on your council’s organisation structure and/or payroll (please specify which)?

Beyond is the system used for budget monitoring.

5.         Is the HR/People function responsible for workforce/people reporting in your council?

              Yes

  1. If yes, is this reporting supported by an internal Business Intelligence function?

We use Oracle Fusion to produce our reports

b.         If no, is there a particular reason for this?

6.         Does your HR/People function join up with Finance to provide a joined up approach to establishment/vacancy management reporting?

              No HR provide these reports, Finance are copied into the data to ensure their system is matching.

7.         Does your HR/People function record Agency, High Cost Interim / IR35 workers on your council’s organisation structure and/or payroll (please specify which)?

              We hold anyone not on our payroll as Contingent Workers in Oracle Fusion, we do not distinguish if they are agency, consultants or Interim.

If you are dissatisfied with the way in which the council have managed your FOI request you can pursue an Internal Review by contacting us using the above email address. An internal review must be submitted within 40 working days of your original reply. Your request will be considered by a senior member of the Information Management Team who will update you with the outcome of the review.

If you remain unhappy following the outcome of your Internal Review you may wish to refer your case to the Information Commissioner’s Office (ICO) and details of this organisation can be found at www.ico.org.uk . Please be advised that the ICO will not consider your case until they have confirmation that you have already been through the Internal Review stage with the council.
