I am conducting research on the technology used by councils to take payments from users of their online services.

Please could you advice me of:

1. What system do you use to take online payments from service users, and who supplies it?

2. When did you start using this system?

3. When does the contract end for this system?

4. What is the annual cost of the system?

5. Where is the system hosted? Please specify if it is hosted by the council in its own data centre, hosted by the council in its own cloud environment (such as AWS or Azure), hosted by the supplier as a discrete instance, or hosted by the supplier as a true software as a service

6. How does the system integrate with the other elements of your online service delivery platform?

Product name: CivicaPay (Secure Payment Software)

£87,000

This cost covers various modules, including:

  • Distribution module
  • Maintenance
  • Estore Internet Payments
  • ATP (Automated telephone payments line)
  • Web Pay (Customer services management)
  • Integrated payments via eforms
  • Midcall security functionality

5. Where is the system hosted? Please specify if it is hosted by the council in its own data centre, hosted by the council in its own cloud environment (such as AWS or Azure), hosted by the supplier as a discrete instance, or hosted by the supplier as a true software as a service.

The system is not hosted in the Thurrock Council data Centre.

It is hosted by Civica Pay in their cloud; it is provided as a full ‘software as a service’ platform, it does have Thurrock branding applied to it.

The Civica datacentre is located in Luton, with the failover location in Farnborough

6. How does the system integrate with the other elements of your online service delivery platform?

Integrations use APIs (Application programming Interfaces).

You are free to use any information supplied to you for your own use, including non-commercial research purposes. However, any other type of re-use, for example, by publishing the information or issuing copies to the public will require the permission of the copyright owner.

Where the copyright is owned by Thurrock Council, you must apply to the Council to re-use the information. Please email information.matters@thurrock.gov.uk if you wish to re-use the information you have been supplied. For information where the copyright is owned by another person or organisation, you must apply to the copyright owner to obtain their permission.

If you are dissatisfied with the way in which the council have managed your FOI request you can pursue an Internal Review by contacting us using the above email address. An internal review must be submitted within 40 working days of your original reply. Your request will be considered by a senior member of the Information Management Team who will update you with the outcome of the review.

Please be advised that the ICO will not consider your case until they have confirmation that you have already been through the Internal Review stage with the council.
