Housing completions 2018/19
There were 409 net additional dwellings that were completed during the year. 348 of these completions were redevelopment sites, 28 were new build and 33 came through changes of use or conversions. The completions by ward were:

New and converted dwellings on previously developed land
385 (94.1%) of the 409 dwelling completions that took place were on Previously Developed Land (PDL). No dwellings were developed on large greenfield sites during the year.
The current Local Plan target is to allocate at least 85% of new housing development on previously developed land.
Gross affordable housing completions
13 affordable houses were completed during 2018/19. Adopted policy provides that the council will seek the minimum provision of 35% of the total number of residential units built to be affordable housing. The amount of affordable housing as a proportion of the housing completions liable to this policy was 6%.
Affordable homes are being provided as part of the development taking place on the site of the former Gas Works, London Road, Grays ('Urban Central').
Over the last 5 years, an average of 53 dwelling completions per year have come forward on sites that were not previously identified in either the Local Development Framework (LDF) Site Local Plan or the Thurrock Strategic Housing Land Availability Assessment (SHLAA). The average level of these 'windfalls' is taken as an indication of the future windfall potential.
