The following charges apply from 1 April 2018.

Housing Enforcement Notice charges – health and safety

The charges below are made when we serve a notice because the landlord has not complied with health and safety laws. Hazards are those rated category 1 (serious) or category 2 (other) in the Housing health and safety rating system (HHSRS) guidance.

Civil Penalty Notices (CPN)

A CPN is a means of enforcement against a private landlord, a managing agent or a letting agent. It is an alternative to prosecution in court.

Each CPN reflects the severity of the offence committed, the size of the landlord's portfolio, their experience in letting or management of properties, and their previous record of offending.

CPN charges – housing offences

We may issue a CPN for the housing offences listed below.

Failure to comply with an improvement notice (Section 30)

£1,500 to £30,000

Offences in relation to licensing of HMOs (Part 2, Section 72)

Offences in relation to licensing of houses (Part 3, Section 95)

Offences of contravention of an overcrowding notice (Section 139)

Failure to comply with HMO management regulations (Section 234)

CPN charges – smoke and carbon monoxide offences

We may issue a CPN if a private landlord, a managing agent or letting agent has not complied with smoke and carbon monoxide alarm regulations.

Offence Fee

Smoke and Carbon Monoxide Alarm Regulations non-compliance

£1,000 initial fine, increasing to £5,000 for repetition within 2 years

We may issue a CPN if a private landlord, a managing agent or letting agent has not complied with energy efficiency regulations.
