Property Licensing Schemes in Thurrock

Thurrock operates three types of property licensing:

Selective Licensing	For privately rented homes that are not HMOs [Houses in Multiple Occupation] or social housing.
Mandatory HMO Licensing	For houses occupied by five or more unrelated tenants forming two or more households.
Additional HMO Licensing	Covers smaller HMOs across the borough, typically houses occupied by 3 or 4 unrelated tenants, forming two or more households.
