Supported Housing

Onboarding process for new Providers

Supported Housing (Regulatory Oversight) Act 2023

This new legislation, which is anticipated to be in force from April 2027, outlines national standards for supported housing. It will require all supported housing landlords to be licenced – more information will be provided soon.

Onboarding process for new Providers

From 1 April 2027

Any organisation wishing to provide supported housing services commissioned by Thurrock Council from 1 April 2027 onwards, must complete our onboarding process. This helps ensure that all accommodation and support services meet the standards set out in our Commissioning Intentions and are able to deliver safe, high-quality services for residents.

Existing providers before 1 April 2027 will not need to complete the boarding process but will be expected to meet the standards we require.

Step 1: Check our current requirements

Before applying, please review the information on this website to ensure that the accommodation you are proposing meets our current commissioning requirements.

Our requirements may change over time and can include specific accommodation types, geographical areas, client groups, and levels of support.

Step 2:  Apply

Complete the online application form and provide all requested information, including:

  • Property location, type, and size
  • Client group to be supported
  • Landlord details (where different from the provider)
  • Relevant experience and expertise
  • CQC registration details (where applicable)
  • Details of the responsible person and management arrangements

Applications cannot be assessed unless all required information is provided.

We will need to provide an online form – can we have a link for this?

Step 3: Initial discussion

Once we receive your application, a member of the team will contact you to discuss the accommodation and services you are proposing and answer any questions you may have.

Step 4: Provider checks

Where your proposal aligns with an identified need, we will carry out a series of checks to assess suitability. Providers are encouraged to review the required documentation and evidence in advance to help prepare for this stage.

Step 5: Verification visit

If the initial checks are successful, we will arrange a visit to the accommodation to verify that it meets the Council's quality and accommodation standards.

During this stage, we will also discuss the support model and applicable payment rates.

Step 6: panel approval

Applications that successfully complete the verification process will be presented to the Council's approval panel for consideration.

Step 7: Feedback & improvement

If an application is not approved, we will discuss the reasons with you and provide information about any improvements that may help support a future application.

Step 8: Becoming an approved provider

Once approved, your organisation will be eligible to provide supported housing services to Thurrock Council. We will work with you to identify suitable referrals and arrange opportunities for prospective residents to view the accommodation and meet the provider.

Please note that approval does not guarantee immediate referrals or occupancy, as placements will depend on individual needs and service availability.

Following approval, providers will be expected to maintain the required standards and participate in ongoing monitoring, quality assurance, and regular engagement with the Council to ensure positive outcomes for residents.
