New Local Plan for Thurrock

Local Plan Regulation 19 Consultation

The Council has published its Local Plan for consultation under Regulation 19 of the Town and Country Planning (Local Planning) (England) Regulations 2012. This is the last stage in which comments can be made on the Local Plan before it is submitted to the Planning Inspectorate for examination.  

All comments made will be sent to the Planning Inspectorate and will be considered during the public examination by the appointed inspector.   

The consultation runs from Wednesday 2 September to midnight on Wednesday 14 October.  

What you can comment on 

At Regulation 19 stage, representations should focus on whether the Local Plan is legally compliant and sound. The Inspector will test soundness against four criteria: 

  • Positively Prepared - Does it meet the area’s objectively assessed needs for housing and other development?
  • Justified - Is it based on proportionate evidence and is it the most appropriate strategy?
  • Effective - Is it deliverable? Does it have a credible infrastructure and delivery plan?
  • Consistent with National Policy - Does it comply with the National Planning Policy Framework? 

 

How to make a representation

This is the easiest and fastest way to view the Local Plan and submit your comments using the official Planning Inspectorate Response Form. 

You will also be able to view and provide comments on the supporting technical evidence which includes the Integrated Impact Assessment, the Habitats Regulations Assessment and the Infrastructure Delivery Plan: Provide comments here

Please ensure that you provide your name, address and/or email along with the name of the policy or site allocation your representation relates to. Anonymous comments will not be taken into account. 

If you have previously responded to earlier stages of the draft Local Plan, please still submit responses, so that they can be considered by the Planning Inspector.  

 

Where else can you view the Local Plan and supporting documents? 

Copies of the Local Plan and key supporting documents (Policies Map, Integrated Impact Assessment, Habitats Regulation Assessment and the Local Plan Regulation 18 Consultation Statement) will be available to view in Thurrock libraries during the consultation period and within the reception area of the Council's Civic Offices in Grays.
